What’s Changing for Florida Health Insurance in 2027
- Rates are up 10.4% on average. The average monthly premium before subsidies goes from $811 to $898, according to the Florida Office of Insurance Regulation (FLOIR). Your own change depends on your plan, age and county.
- Four insurance companies are leaving the Marketplace. Cigna (two companies), Molina Healthcare of Florida and Sunshine State Health Plan are not selling Marketplace plans for 2027. Aetna already left after 2025.
- The extra subsidies are still gone. The enhanced premium tax credits ended after 2025. For 2027 coverage, you get no credit if your income is above 400% of the federal poverty level: $63,840 for a single person or $132,000 for a family of four.
- Open enrollment is longer than planned. A federal court threw out the rule that would have ended it on December 15. You can enroll from November 1, 2026 to January 15, 2027. Pick a plan by December 15 for coverage that starts January 1.
- Fewer immigrants qualify for subsidies. Starting January 1, 2027, premium tax credits are limited to green card holders, certain Cuban and Haitian entrants and Compact of Free Association (COFA) migrants.
Florida had 4,538,772 Marketplace sign-ups for 2026, the most of any state, and 94.6% of them got a subsidy, according to CMS.

Insurers Leaving Florida’s Marketplace for 2027
If your 2026 Marketplace plan came from one of these companies, you need a new plan for 2027:
- Cigna: Cigna Health and Life Insurance Co. and Cigna Healthcare of Florida are leaving. Cigna announced in April 2026 that it would exit the ACA market in 11 states.
- Molina Healthcare of Florida: Molina is not on the state’s list of 2027 Marketplace insurers.
- Sunshine State Health Plan: Members will be moved to an Ambetter plan unless they choose another one.
Don’t wait for an automatic switch. Log in during open enrollment, check that your doctors and drugs are covered and pick a plan by December 15 so your new coverage starts January 1.
How to Lower Your Florida Health Insurance Costs in 2027
Check your subsidy. In 2026, Florida Marketplace enrollees paid $106 a month on average after subsidies, and those who got a subsidy paid $62 on average (CMS). Most Floridians who buy their own coverage still qualify for help.
Watch the 400% income limit. If your 2027 income ends up above 400% of the poverty level, you lose the whole credit and may owe it back at tax time. Read how paying back the premium tax credit works before you estimate your income.
Look at Silver plans if your income is low. If your income is between 100% and 250% of the poverty level, a Silver plan with cost-sharing reductions lowers your deductible and copays. More than 2.1 million Floridians got cost-sharing reductions in 2026 (CMS).
Know about the Medicaid gap. Florida has not expanded Medicaid. About 267,000 uninsured adults in Florida earn too little for Marketplace subsidies but don’t qualify for Medicaid, according to KFF.
Check Florida KidCare for children. Subsidized Florida KidCare coverage is available for children in families with income up to 200% of the poverty level. A 2023 law to raise that limit to 300% has not taken effect.
Shop again, even if you like your plan. Average 2027 increases range from 5.9% to 25.0% depending on the insurer. A plan that was the best deal in 2026 may not be the best deal in 2027.
